Technical context The Policy Information & Data department uses Tableau and Snowflake in combination with AWS. These various tools and services together form the ZorgAtlas data platform. In the context of this process, it is important that the contractor in the team has the necessary knowledge to be able to work with Tableau and Snowflake and to be quickly deployable in the ZorgAtlas data platform. The internal team within the department can be called upon for the AWS part. The knowledge of Tableau and Snowflake and DBT, on the other hand, is required to provide the necessary support independently of the internal team and to respond quickly to ad hoc requirements during the journey. Tableau is a business intelligence platform on which all reporting is elaborated and shared with end users inside and outside the agency. It forms the basis for both operational and strategic purposes. Snowflake acts as a data warehouse for combining and collecting different datasets related to COVID-19 and vaccinations. The reporting made available in Tableau will always use information that is consolidated in Snowflake. We work according to the Agile methodology. Knowledge and experience in processing and analyzing data resulting from contact tracing and vaccination processes is a minimum requirement for a quick start-up. |
Business context Over the past two years, the Agency for Care and Health has been committed to combating and containing the SARS-CoV-2 pandemic (COVID-19 pandemic) in Flanders. In the context of combating, every possible effort has been made to collect and map data related to COVID-19. This is to support the various actors at federal, regional, provincial and local level. Within the Agency for Care & Health, this fell under the responsibilities of the Policy Information & Data department. For example, during the pandemic, information was collected with an emphasis on two domains, ie contact tracing (incl. source and cluster research) and vaccination. Numerous dashboards and analyzes were set up for both domains, with the aim of supporting operations to combat the COVID-19 pandemic. Given the speed of change and unpredictability of the pandemic, this was rather a reactive fact. Information was collected, processed and shared with the various actors at a rapid pace. Ad-hoc and flexible working was necessary to guarantee maximum support. To this end, the choice was made at the beginning of 2021 to set up a separate 'COVID' BI team that was solely concerned with collecting and providing insight into data related to COVID-19. This team was reinforced by external parties to cope with the temporary workload. COVID-19 remains an unpredictable fact. The pandemic currently seems to be coming to an end, but it is strongly assumed that new flare-ups will follow in the autumn and winter with corresponding vaccination moments. It therefore remains important to guarantee a certain continuity in the reporting linked to the above domains. There is a need for further support from the 'COVID' BI team. Various matters must be taken into account here, being: - Continuation and embedding of the necessary aspects of the reporting. - Evaluation and evolution of the current reporting with due attention Pandemic Preparedness. - Develop and implement a retention strategy with regard to the COVID-19 data. |
