12‑Month Contract Business Analyst (Org Design) – UK Police Transformation Programme

Location: Fully Remote (On‑site every other month)

Clearance: Active NPPV3

Contract Length: 12 Months

A UK Police Force is undertaking a significant force‑wide transformation programme over the next 12-18 months. The initiative aims to modernise operational and management structures, improve organisational efficiency, strengthen governance, and address findings from external inspection and scrutiny regimes, including HMICFRS.

To support this major change, the Force is partnering with a specialist transformation and change management consultancy. As part of this work, we are seeking an experienced Business Analyst with strong Organisational Design expertise to contribute to programme delivery and help build sustainable internal change capability. Only considering applicants with active NPPV3 clearance.

Role Overview

This role involves supporting the delivery of a complex, multi‑workstream transformation portfolio. You will work within a team providing programme management, assurance, analytical input, and change delivery support. The position will contribute to the development of future operating models and organisational design, alongside supporting governance and improvement frameworks across the Force.

Key Responsibilities

• Conduct detailed business analysis across transformation workstreams.
• Support organisational design activity, including operating model development, process mapping, role profiling, and structural analysis.
• Engage with stakeholders across operational policing, corporate functions, and senior leadership.
• Produce clear and comprehensive documentation, including requirements, current/future state process maps, and gap analyses.
• Support programme governance, assurance, and planning activities.
• Contribute to capability‑building through knowledge transfer and structured delivery methods.
• Facilitate workshops, interviews, and evidence‑gathering aligned to external inspection requirements such as HMICFRS.

Essential Skills & Experience

• Proven experience as a Business Analyst on large‑scale organisational or transformation programmes.
• Meaningful experience in organisational design, operating model development, or workforce transformation with UK Law enforcement
• Strong stakeholder management skills, including engagement with senior leaders.
• Excellent analytical skills and a structured, evidence‑based working style.
• Experience within public sector or policing environments is advantageous.
• Familiarity with structured programme and portfolio methodologies (e.g., PRINCE2, MSP, Agile).
• Active NPPV3 clearance held through Warwickshire.
