Overview

We are seeking an experienced Business Analyst to support a high-profile programme within a secure policing and government environment. The successful candidate will work closely with stakeholders across operational, technical and transformation functions to drive business change, support organisational transformation initiatives, and contribute to the development of future operating models.

This role would suit a Business Analyst with experience delivering large-scale transformation programmes within policing, central government, defence, or other secure environments.

Key Responsibilities

  • Gather, analyse and document business requirements from a wide range of stakeholders.
  • Facilitate workshops, stakeholder interviews and requirements gathering sessions.
  • Produce high-quality business analysis artefacts including:
    • Business Requirements Documents (BRDs)
    • User Stories
    • Process Maps
    • As-Is and To-Be Models
    • Gap Analysis
  • Support business change activities across complex transformation programmes.
  • Contribute to the design and delivery of Target Operating Models (TOMs).
  • Support organisational design initiatives, including roles, responsibilities, structures and governance frameworks.
  • Work closely with Programme Managers, Change Managers, Architects and Technical Teams to ensure business requirements are effectively translated into deliverables.
  • Identify process improvement opportunities and drive efficiencies across operational functions.
  • Support business readiness, transition planning and change adoption activities.

Essential Experience

  • Proven experience working as a Business Analyst on complex change and transformation programmes.
  • Strong business change and transformation experience.
  • Experience developing or supporting Target Operating Models (TOMs).
  • Experience contributing to Organisation Design initiatives.
  • Excellent stakeholder engagement skills with the ability to influence senior leadership.
  • Strong documentation and workshop facilitation skills.
  • Experience working in Agile, Waterfall or hybrid delivery environments.
  • Active SC Clearance.
  • Active NPPV3 Clearance.
  • Sole British National.

Desirable Experience

  • Experience within UK Policing, Home Office, Central Government or Defence environments.
  • Exposure to workforce transformation, operating model redesign or organisational restructuring.
  • Experience supporting digital transformation programmes.
  • Knowledge of change management frameworks.
